Dowd, Deputy Assistant Secretary, Employment and Training Administration, U.S. Department of Labor, said on December 10, 2007: "For generations, an individual could finish high school, find a job in a local plant or mill, earning enough to support a family, pay a mortgage and save for retirement. Today, such opportunities have disappeared and the jobs that are taking their place all require basic computer literacy."
