Moderated Discussion Digital inclusion is a major motivation for the deployment of broadband infrastructure in urban and rural areas. Communications infrastructure is only one of many things that must align in order for local government leadership to trigger the adoption of integrated strategies and plans to address the digital divide, including funding and hardware needs, education and training, applications, and community support.
